An RO Can

- Employing staff through a licensed labour dispatch agency
An RO Cannot
- Directly generate revenue or issue Chinese invoices (fapiao)
- Sign commercial contracts in its own name
- Directly hire Chinese staff (must use labour dispatch agency)
- Engage in import/export activities independently
- Open a RMB general account (only a foreign currency account)
